Underwood Invites Lake County Mother Audree Hall as Virtual Guest to Presidential Address; New Video Highlights How the American Rescue Plan is Lowering Health Care Costs for Illinois Families
WEST CHICAGO – Today, Congresswoman Lauren Underwood (IL-14) announced Audree Hall as her virtual guest for President Biden’s Joint Session of Congress address on Wednesday, April 28. Hall is a mother from Lake County, who was laid off in August 2020 and had to choose between affording her mortgage and paying for COBRA premiums which left her family to make the hard choice to go without health insurance. Thanks to Underwood’s legislation to lower health care costs, the Health Care Affordability Act, which passed as part of the American Rescue Plan Hall will have health care coverage through the Health Insurance Market Place starting in May.
“Now more than ever, it’s critical that Americans have access to affordable health care. The provisions I included in the American Rescue Plan make Marketplace plans more affordable than ever, including to people with incomes too high to previously qualify for tax credits to lower out-of-pocket premiums. I’m pleased that I’ll be joined by Audree Hall to thank President Biden for his commitment to prioritizing health care affordability in his first 100 days. I encourage Illinoisans like Audree who need lower health care costs to visit HealthCare.gov to check their eligibility today,” said Rep. Underwood.
“Rep. Lauren Underwood’s work to pass the American Rescue Plan with President Biden is helping those of us who couldn’t afford coverage and has lowered my family’s premiums from $2,000 to $244 per month. This bill has changed my life, I can go back to my skin doctor for melanoma treatments and have the full body check that I’ve been waiting for, for so long. And now on, May 1, I’ll have a sense of relief,” said Audree Hall, Lake County.

Underwood’s provision in the American Rescue Plan lowers costs and expands coverage to ensure individuals and families have access to affordable care during the COVID-19 pandemic. The provision addresses the high cost of health insurance premiums in the United States by:
- Increasing the generosity of premium tax credits across all income levels, eliminating premiums for people at the lowest income levels and reducing premiums for millions of Americans;
- Expanding eligibility for premium tax credits to people with incomes above 400% of the federal poverty level (FPL), guaranteeing that anyone who buys Marketplace insurance can purchase a plan for 8.5% of their income or less;
- A family of four making $110,000 per year in Illinois' 14th Congressional could save more than $7,500 per year on health care premiums.
